From 29th August 2008, Mobile Number Portability (MNP) started in Malaysia and prepaid users may change their cellular phone providers, if they wish, and still keep their mobile phone numbers.

For the time being, Mobile Number Portability (MNP) – will be available in the Klang Valley on a limited basis. In two weeks’ time, post-paid users will also be able to enjoy the service. The nationwide launch of the service will be in October. MNP takes away the inconvenience associated with switching service providers. Consumers will no longer need to worry about losing their contacts when changing service providers.

What is the Cost?

Service providers are allowed to charge up to RM25 each time a subscriber changes his/her service provider. This will give mobile phone users choice and freedom to choose their service providers without the inconvenience of having to change their numbers.

Those who wish to sign up for the service are advised to contact any of the mobile service providers – Celcom, Maxis, DiGi and U-Mobile. Each of these companies will have five service centres all over the Klang Valley to entertain MNP requests.

MNP Limitation?

MNP is about improved service quality, better packages, better customer service and giving consumers choice. Initially, only individual account holders will be able to change their service companies. Business accounts may do so after the nationwide launch in October. Subscribers are advised that until the nationwide launch, each service provider will only be able to accept 100 requests per day. However, additional requests will still be accepted but placed in queue for the following day.

Prepaid users are advised to finish their prepaid balances before they change their service providers as any remaining balances will not be refunded. Subscribers are advised not to rush into porting but should first study the various packages being offered before choosing the new service provider of their choice.

Subscribers can refer to the Frequently-Asked-Questions on Mobile Number Portability on SKMM’s website at www.skmm.gov.my, and all of the mobile operator’s websites to find out more about the location of the service centres, MNP in general, the porting process and its benefits.

My Two Cents

I have friends who always complain about their service Provider (specially heng han) but due to their personal mobile number already widely recognize by friends and business contacts, which make a hard decision on changing mobile number (service provider) but now with MNP implement in Malaysia, we’re able to do so anytime and this is also encourage service provider in Malaysia provide better service and more competitive price to consumer in order to keep their existing customer and also recruit competitor’s consumer.

In simple, Mobile Number Portability (MNP) is taking your Mobile Number from one mobile phone network to another. It enables you to retain existing mobile phone numbers when changing from one mobile network operator to another mobile network operator.

Example : Let say now you’re using Malaysia Celcom Operator Number (6019 333 XXXX), when MNP apply you can switch your mobile network service to their competitor either Maxis or Digi without surrender your existing number (6019 333 XXXX) to Celcom.  Cool ?!

Portability can be a great asset in allowing freedom of choice of service provider.

Mobile number portability is useful when switching from one service provider to another; and when switching from one location to another, which could be problematic if the original service provider does not have a footprint in the area to which the subscriber proposes to move.

A number of technical and cost sharing problems need to be sorted out before introducing mobile number portability between one service provider and another.

Which is why Malaysia will need to wait at least another year. `Off-switch’ solutions involve store all or ported mobile numbers in centralised external databases that all network switches can query when trying to reach the dialled number. Alternatively, distributed or multiple external data bases could be set up with, say, each separate data base comprising only all or ported numbers from a particular service provider.

A consortium of network operators would be required to manage/coordinate such databases, unless the task is outsourced to a third party. In the case of internal databases, call forwarding, in which incoming calls are directly routed by the old to the new service provider on an ongoing basis, is the simplest. The more complex, but for the service provider more hassle-free, method is `call drop back’ under which a service provider responds to incoming calls by simply providing feedback that allows the originator to reroute calls to the new service provider.

To design efficient, simple, secure and practical porting procedures, issues that need to be addressed include: change and costs of change of SIM cards and/or handsets, authenticating the identity of customers requesting a port, communication arrangements between service providers during porting, and procedures for handling a large number of porting requests in a reasonable time.
